地震直後、数分〜数十分で到達(とうたつ)する津波の威力。2011年3月11日、日本周辺で軍事的な緊張が深まる中、基地問題にゆれる沖縄でも「東日本大震災」を伝えたニュースは、海に囲まれて生きる人びとの意識を根っこから変えました。

‥あれから1年半、日本全国でより深刻なケース(想定)で「防災プラン」が見直されたり、(奄美＋南西諸島からなる)琉球列島でも、研究者たちによって地震＋津波履歴が調べ直され、新たな記録が明らかになっています。

琉球列島では、南米(チリ沖)からの津波のほか、５００年周期の近海大地震(8.0クラス＋津波)や先島周辺における深刻な被害について解き明かされました。

地元の新聞社は、過去最大20メートル高の津波記録はじめ、10メートル級の津波によって「那覇都心部および埋立＆低海抜エリア」における人命と生活基盤が危険にさらされること。そして、各自治体では地域ごとの「海抜高さ」「避難建物」「避難高台」のマーク表示など対策に追われていることも併(あわ)せて伝えていました。

では、どうしたらいいのか？‥ポチペディアでは以前に「役割分担を超えた(O.R.OP!)オペレーション」と題した自主避難＆助け合い作戦を提案しました。ё{ふら!

今回は、この「津波最大の高さ＝20M」想定を踏まえながら、(あらためて)どう個人レベルで災害と向き合えるものか‥について考えます。2000年に財団法人・亜熱帯総合研究所からリリースされた「沖縄島の海抜マップ」も参考にしました。>>緑の画像。

もし海抜の低い場所にいたなら、なるべく早く「(避難先に選んでおいた)高台」もしくは「７階以上のビル」にたどり着けるように努力するわけですが、警報やアナウンスをきっかけにパニックが起きることも想定されます。

329、58号線(大通り)はじめ海岸に近い細かな抜け道では、あわてる歩行者の無謀な横断や、ドライバー(車バイク)による逆走や急発進などにも注意する場面もあるはずです。また、米軍施設や大型民間施設(ホテルやモール)のフェンスが、最短の避難ルートを封じ込めているために渋滞が予想されます。この時にあらかじめ道具(ワイヤカッターなど)を用意しておけば、災害弱者(老人・母子・妊婦・障害者)のルートを開くことが出来るし、誰しもパニックや絶望感におちいらずに済む‥というのは前回からの提案です。嘉手納基地の滑走路はおよそ(目測で)海抜25メートルあり、普天間基地は海抜70メートルに位置しているそうです。那覇市のとなり＝新都心は海抜50メートル、首里城付近は海抜100メートルあるそうです。ホテルやモール(民間施設)なら、回り道せずにたどり着くことができます。

地震あるいは津波の速報―津波が到達するまでの「わずかな時間」に、何が可能なのでしょう。朝の通勤通学の時間帯、あるいは帰りのラッシュ時‥それとも寝静まった深夜か？‥そんな時間の場合、どう警報を察知できるでしょうか？‥昨今(さっこん)の集中豪雨を伝えたニュース報道では「はげしい雨音で防災アナウンスがかき消した(聞こえなかった)」ことも伝えていました。>>>地デジＴＶとラジオでは、待機電源の状態から「緊急(きんきゅう)警報放送」を流すしくみがあるようです。待機電源は点けておきましょう。Wikipediaで確認して下さい。

宮古＆石垣の諸島、ならびに北部の海岸地域について。

沖縄島以外の大きな島では、行政システムと住民による連携プランを提言されている。

一方で小さな島における低海抜エリアでは、自力の対策に依存しているみたい。

東日本の津波では、漁船による沖合への避難行動が功を奏しました。
ボールタイプの脱出カプセル。避難タワーの設置。小さな島に暮らす人びとの為の対策は、考えることができますが、そんな予算が優先されて来なかった現状が日本にはあります。
