The government charms people's expectation how. It was a main theme from an ancient state. The book which appeared in the 16th century. The newspaper in the 18th century. And the telegraphic communication & telephone spread on both sides of the 20th century. The information service which was a tool of commerce and industry soon distributed national & people's image.
And it came to serve also as the role of equipment of national interest maintenance. And control of an inspection & fabrication cost reaches to a radio program & movie.

Public opinion was put under the influence of national producing while it had been unconscious. Under modernization competition. The state approached citizens using this situation.

The sense of values invented in modernization serves as the backdrop. Progressivism for transforming oneself from medieval times. The science omnipotent mode. Thought of eugenics which borrowed the style of natural observation. In order to control the public opinion which can waver, the leadership theory was invented, and it spread in the world.

Europe of In modernization. World War 1 was started in 1914. This is a prolonged war involving the old and new leadership. Advanced nations made the collision escalate, making full use of cooperation route & countermeasures. All resource & talented-people & knowledge was diverted to wartime. And it was exhausted.

In order to make world order reconstruct, it appealed for establishment of the League of Nations. & The conventional autonomy recovery in a related country was also proposed. & the right of independence decision of the restrictive race organization was recognized.
◇In 1919, WW1 will end in Paris Peace Conference. & Issue of the Versailles Treaty.
The Prussia empire was specified as the defeated nation by this international conference. The German people faced the compensation burden of the territory division & large sum according to war responsibility.
